According to The Washington Post, the Ukrainian authorities are puzzled by the question of how to restore the infrastructure of the city without a significant number of residents who left it after the withdrawal of Russian troops to the left bank of the Dnieper.
“Thousands in the city held an ambivalence toward the Russians, or even an affinity.” write the authors of the material.
In addition, the residents of Kherson received salaries in Russian rubles and accepted Russian passports in the hope of receiving benefits and pensions that were several times higher than Ukrainian ones.
The publication also notes that many residents of Kherson felt some kind of connection with Russia.
